UPDATE 9/2/07:  A new dog control harness is on the market that is ACCEPTABLE for working.  It is by the Premier company, maker of the Gentle Leader, and is called the Easy Walker.  This device utilizes square D rings that are much more safe for our clients. The front-of-chest lead attachment has eliminated the muzzle strap.  The advantage right from the start is the dog will tolorate the device verses the muzzle-strap types.  It should be noted that this is not for dogs that are strong pullers, but should work well with most dogs in general.  Because the cost is about twice that of a Gentle Leader, consider it for a full-grown dog, but keep the regular Gentle Leader in mind for starting out.
